The Obukhov house appeared on this site at the end of the first third of the 19th century. Since mid-19th century it belonged to Admiral E. Putyatin, a well-known mariner and statesman, who had done a lot to establish diplomatic and trade relations with China and Japan. His expedition to Japan that had an important political and scientific effect, was later described in I. Goncharov’s book “Pallada Frigate”. After returning from his expedition Putyatin received the title of a count; he later went on to become the Minister of Education. At the beginning of the 20th century the land plot was purchased by the merchant P. Komov, who seriously expanded and rebuilt the house. It is his name that the building has been known by ever since.
