The post of the President of the USSR was created on March 15, 1990 by the Congress of People’s Deputies of the USSR, and corresponding amendments were introduced into the Constitution of the USSR. Before then the top state official of the USSR was the Chairman of the Supreme Soviet of the USSR. Mikhail Gorbachev was the first and only President of the USSR.
